Prasithchai posted messages criticizing on the coal power plant project of Electricity Generating Authority of Thailand (EGAT) in Krabi province and its operation on his Facebook account. His two posts lead to the charge are the posts on 26 December 2016 and 13 January 2017. EGAT later report defamation allegation against him.

Defendant Background

Prasithchai Noonuan is an environmental activist. He graduated his Becherlor Degree from Walailak University and started his activity from opposing coal power plants in Ta Sala and Huai Sai District, Nakorn Sri Thammarat Province. Around 2013, he joined a movement opposing a coal power plant project in Krabi Province.

His activity has become well-known in July 2015, when he and people who do not agree with coal power plant went on hunger strike in front of the government house. In February 2017, he protested after National Energy Policy Committee agreed to build more coal power plant.

Since the coup in 2014, Prasthchai was arrested and detained in military camp twice. The first time was when he joined a rally of eneygy reform group from Songkla Province to Bangkok and the second time was when he opposed the resolution from National Energy Policy Committee.
